Nominated by Governor Josh Shapiro and confirmed by the Pennsylvania State Senate on October 7, 2026, Bill brings more than three decades of experience working at the intersection of government, employers, organized labor, and workforce development.
The Pennsylvania Labor Relations Board plays an important role in administering the Commonwealth’s labor relations laws, overseeing union representation matters and addressing unfair labor practice complaints involving covered public- and private-sector employees and employers.
Having previously served as Executive Deputy Secretary of the Pennsylvania Department of Labor & Industry, Bill brings a deep understanding of Pennsylvania’s workforce landscape and the relationships that help move the Commonwealth forward.
