Joe is a senior consultant and leader of Triad’s technology practice. An experienced government relations practitioner, Joe represents firms that provide information technology hardware, software or services-based solutions to Pennsylvania’s state and local governments. He has extensive background and experience in helping clients navigate the complexities of government policymaking and procurement processes and in assisting clients in developing winning strategies.
Before joining Triad, Joe accumulated 30 years of public and private sector experience. In 20 years of service to the Commonwealth of Pennsylvania, he served in the Chief Information Officer’s office as the director of IT Policy, Strategic Planning and Advanced Technology Projects.
His experience in the private sector included a stint at Lockheed Martin Management and Data Systems as the senior marketing and business development director for the State and Local Market Group nationally. He was a senior principal for business development with American Management Systems, Inc. and its State & Local Solutions Group, where he concentrated on the Pennsylvania state government market.
Joe is involved with numerous associations for state and local government IT executives and professional technical staff. He represented the Commonwealth of Pennsylvania at the National Association of State Chief Information Officers (NASCIO) for six years and served as the NASCIO President in 1995 and 1996.
He has a bachelor of arts in political science and a Project Management Professional certification from Penn State University, as well as an MBA in management and finance from Temple University.
